Biosecurity Charges Increase from 1 January 2020 - Biosecurity Imports Levy and African Swine Fever Update 

Minister Minister for Agriculture, Hon Bridget McKenzie has announced that the Government will not be proceeding with the Biosecurity Imports Levy as announced in the 2018-19 Budget. Instead the way forward will include expanded cost recovery fees and charges from 1 January 2020 and an alternative Biosecurity levy will be developed in consultation with industry. Melbourne CTO Delays – dnata & Menzies Aviation Update

The ongoing delays in retrieving and delivering cargo at dnata and Menzies Aviation terminals in the past weeks, improved only marginally this week at both CTOs. Members experienced considerable delays on Monday and Tuesday with the delays improving on Wednesday and Thursday, as per the usual pattern. AFIF has spoken to senior management at both CTOs. The outlook for the remaining 2 weeks of the peak season will likely be more of the same with delays on import cargo delivery on Monday and Tuesday especially. INCOTERMS 2020 – Summary of Changes 

For those members unable to attend the Incoterms 2020 Webinar yesterday, a summary of the changes and implications is provided by TT Club. ‘1 January 2020 will witness the introduction of Incoterms® 2020. Revised every ten years, in common with previous editions, this latest revision has been assessed against current business practices, taking into account new technologies and challenges faced through the intervening period.’ Full details in Weekly News.

ACCC – Views Sought on Competition Exemption for Liner Shipping 

Part X of the Competition and Consumer Act permits liner shipping operators to enter into agreements with each other about commercial matters such as freight rates, the vessels to be used, and the quantity and kinds of cargo carried on particular trade routes. The 2015 Harper Review recommended that Part X exemption be repealed and the ACCC develop a class exemption for liner shipping agreements. The ACCC is seeking comments on a possible class exemption for liner shipping from competition laws, in a discussion paper released this week. ABF - Clarifying statement – ‘Trio charged over Australia’s largest onshore ice seizure’

Further to the Report in last week’s AFIF Weekly News (below), the ABF and AFP have clarified inaccuracies concerning two of the people were Customs brokers, as follows: During a joint press conference on Thursday 5 December with Australian Border Force (ABF) and Australian Federal Police (AFP), comments were made in regard to the arrest of three people. References were made that two of the people arrested were ‘Customs agents’ and ‘Customs brokers’. These references were inaccurate. Details, video and photos of the shipment in Weekly News

DoA – BMSB Updates Newsletter and Master Consolidators Newsletter

DoA will be publishing regular newsletters for general updates in relation to the 2019-20 BMSB risk season. The newsletters will provide information, tips and hits and any other relevant information that may be of use to industry to keep informed throughout the 2019-20 BMSB risk season. Regular newsletters will also be published for Master Consolidators (MCs) relating to the importation of LCL consignments in FAK containers for the 2019-20 BMSB risk season. VICT Infrastructure Surcharge Increase 1 January 2020 – Repeated

Effective 1 January 2020, VICT will increase its Infrastructure Surcharge to $121.80 per container (exclusive of GST). This will apply to full containers, received from or delivered to VICT. A range of ancillary fees will also increase. VICT is the first stevedore to break through the $100 threshold of stevedores’ infrastructure surcharges. The ACCC, AFIF and industry participants have all commented on the inexorable rise in the infrastructure surcharges applied by the stevedores. VICT Notice & AFIF Commentary in Weekly News

IATA – Air Cargo Peak Season off to Slow Start, Annual Demand down 3.5% in October   

IATA released data for global air freight markets showing that demand, measured in freight tonne kilometres (FTKs), decreased by 3.5% in October 2019, compared to the same period in 2018. Freight capacity, measured in available freight tonne kilometres (AFTKs), rose by 2.2% year-on-year in October 2019. Asia-Pacific airlines saw demand for air freight contract by 5.3% in October 2019, compared to the same period in 2018. Capacity increased by 0.6%. Full report in Weekly News
