ABF-ATT Update – 1,000 Australian Trusted Traders by 2020

Duty, Taxes, IPC Fees Deferral & Service Provider Benefits Under Consideration  

Last week, AFIF attended an Australian Trusted Trader Peak Industry Body meeting, hosted by Australian Border Force senior executive officers. The meeting was an opportunity for industry to engage with ABF on the ongoing and future design of the program. Meeting topics included: progress of Accredited ATTs; ATT Service Provider Benefits and ATT Benefits under consideration including proposed Duty, Taxes, IPC and Fees Deferral; MRAs to be introduced; Certificates of Origin. ABF – Illicit Tobacco Taskforce Nabs Over 600,000 cigarettes in One Week

Between 21-25 September 2019 three separate detections were made in air cargo consignments from South Korea, totalling over 600,000 cigarettes with an estimated evaded duty of more than half a million dollars. X-ray examinations revealed the cigarettes, which were all addressed to fake business names. Details in Weekly News

Reminder – IATA Requires IATA Cargo Agents to Submit Employee ULD Handling Certification, or non-Handling Declaration

Deadline 30 September Passed – Non-Compliance Action to Commence

In June, AFIF advised members that IATA had written to all IATA Cargo Agents handling Unit Load Devices (ULDs) to submit details of employees holding a valid ULD Certificate - or a non-handling declaration - by 5 September 2019. IATA issued a Notice to IATA Cargo Agents advising the final deadline for submission of the details, 30 September 2019. Non-compliance will trigger IATA action, with the Cargo Agent placed on review by the Cargo Agency Commissioner. Details in Weekly News

CoR – NHVR Chain of Responsibility 1 Year On – Executives Warned to Carry Out Their Due Diligence Obligations or Face Hefty Penalties 

 It has been almost a year since the sweeping changes to the chain of responsibility laws came into force under the Heavy Vehicle National Law (HVNL). Under the HVNL, executives have an obligation to exercise 'due diligence' to ensure parties in the chain of responsibility comply with their requirements. The  National Heavy Vehicle Regulator is undertaking six investigations of serious offences under the HVNL. In addition to this, another eight cases are being monitored and considered for further action. The role of executives in these offences is part of the Regulator's investigations. UK - Dover Aims for Business as Usual After BREXIT, But No-Deal Will Hit Trade

The Loadstar Reports - A no-deal Brexit could result in a decline in trade through the port of Dover of as much as £1bn. If there’s a no-deal Brexit, it’s not going to be OK. But people are doing all they can to ensure Britain keeps trading. The port of Dover annually handles £122bn by value, or 17% of the UK’s trade, in goods on the shortest sea crossing between the UK and France; 120 ferry movements a day with a fleet of 12 ferries carrying up to 110 miles of lorries – more than all other UK ports combined. “Dover is a fast-paced operation unlike anywhere else and has been dubbed Britain’s just-in-time trade conveyor belt. But it is Ireland’s too, with around 40% of Irish exports to the EU travelling via Dover. Full Report in Weekly News

IMDG (Dangerous Goods by Sea) Training Validity/Expiry   

If you or your staff hold IMDG Certification under IMDG Code 2016, the expiry date is 31st December 2019 - then you must complete a 1 day IMDG Re-certification course BEFORE 31 December 2019, to remain certified.  Failure to do so will require undertaking the 2 day IMDG (Dangerous Goods by Sea) Full Acceptance Course.
