The 19th Annual AFIF 2018 National Conference and Gala Dinner to be held in Sydney at the Novotel Sydney, Brighton Beach.  The event will begin with a Welcome Cocktail Reception on Thursday evening, May 24th, with the main Plenary Sessions of the Business Program held throughout Friday 25th May. Hutchison Ports Sydney Terminal Operating Again After Closure due to Accident 

Hutchison Ports Sydney Container Terminal has recommenced operations following closure for the past week, due to an accident involving a port shuttle container carrier which hospitalised one of the operators. AFIF has been in contact with Hutchison management throughout the past week to ascertain when the terminal would re-open. The delay was due to the various parties concluding investigations – NSW Police, SafeWork NSW, MUA and company HR representatives. DoHA-ABF & DAWR Cost Recovery on Low Value Consignments – A SAC Fee?

DoHA-ABF and DAWR released recently a Discussion Paper on Cost Recovery for Trade and Cargo Activities. One of the proposals in the Discussion paper was introducing a SAC import processing fee on low value consignments, levied on companies processing more than 1000 SACs per annum. AFIF submitted a response to the Discussion Paper – an extract of AFIF’s submission covering the issues and implications for industry in introducing a SAC Fee and AFIF’s recommendations, in the Weekly News.

UK e-Commerce Logistics Operators will be Hit Hard by New Customs Rules

As the growth of e-Commerce business and low value consignments affects border agencies management, the UK Government is introducing a wave of new regulations as tax authorities seek to claw back billions of unpaid duty. The scheme will require UK e-commerce logistics and fulfilment operators to keep details of their customers, and report any business or individual they suspect are not meeting their VAT & Customs obligations.  It is hoped that Australian government border and tax agencies do not seek to implement such onerous obligations here. Assembly Orders Update – AFIF Meets with Dep’t of Home Affairs in Canberra

AFIF met with senior Dept of Home Affairs-ABF management in Canberra last week and re-iterated AFIF’s stance on the Department’s discriminatory treatment of Assembly Orders which extends the consolidated cargo clearance facility (Assembly Orders) for FCX/FCL to LCL & Airfreight modes for Trusted Trader Importers, only and not the whole of industry. DAWR – Entomological Services for Imported Cut Flowers and Foliage

On 1 March 2018, the department implemented new import conditions for cut flowers and foliage to reduce the number of live pests arriving at our borders. Under the new conditions, consignments arriving with live pests are secured until the pest is identified by an entomologist. In the lead up to Mother’s Day 2018 i.e. for the weekends 28-29th April and 5-6th May, consignments found to be infested with insect pests will be directed for onshore fumigation prior to identification by an entomologist. Japan Customs Warning that Advance Filing Rules will Become Stricter

Japan Customs has Warning that Advance Filing Rules (AFR) on Container Cargo, implemented in March 2014, will become stricter from now onward in view of Rugby World Cup and Olympic Games scheduled in Tokyo in 2019-20 and consequent higher risks of terrorism attacks in Japan. The application of a penalty by Japanese customs law in case the cargo is not filed within deadline (24hrs before the departure of the vessel from port of loading) will be enforced. You are invited to participate in a research study being undertaken by Department of Maritime and Logistics Management, National Centre for Ports and Shipping, Australian Maritime College, University of Tasmania, investigating the effect of the Verified Gross Mass (VGM) implementation in Australia, This study aims to investigate the impact of VGM implementation in Australia with the industry perception and provide managerial implications for the industry. ‘Man-in-the-Middle' Fraud: How to Prevent it, Who is At Risk, and What to Do

In December 21 edition of the AFIF Weekly News, we reported on a scam affecting an AFIF Member, regarding overseas remittance of accounts. The form of fraud, colloquially known as a `man-in-the middle' attack, has become increasingly common in recent months. Targets of a ‘man in the middle attack’ range from individual consumers to large multi-nationals even freight forwarders. Airport East Precinct Upgrade

The Australian and NSW Governments are upgrading roads in the Sydney Airport East precinct to improve traffic flow and access to the airport and Port Botany. A number of roads in the area are affected. Standard construction hours for the project are from 7am to 6pm, Monday to Friday and 8am to 1pm on Saturday, excluding public holidays. Out of hours work will include up to five-night shifts during the week, our night working hours are 9pm to 5am. Details on the construction works in Weekly News.

AFIF Releases Updated Model Standard Trading Conditions of Contract Including Heavy Vehicle National Law Chain of Responsibility Provisions – Free to Members

The AFIF executive has recently engaged lawyers to further review the AFIF commercial documentation prepared and regularly reviewed for the benefit of Members to use in their customer agreements. Lawyers, Thomas Miller Law have now completed a review of the AFIF Model Standard Trading Conditions of Contract (AFIF Model Terms) and associated User Guide for protection for Members in connection with compliance with the requirements of the Heavy Vehicle National Law Chain of Responsibility provisions. These will be sent to members as an included benefit of their AFIF membership. Full details in Weekly News

ABF Border Watch Included in AFIF Basic Training Courses in May

AFIF and ABF have joined forces to provide Border Watch training in AFIF’s basic training courses, to educate new entrants to the industry of the threats posed to the border by criminal activity. Local Co-ordinators of ABF Border Watch will provide a Border Watch presentation to students attending the AFIF Basic Import Airfreight Procedures and AFIF Basic Import and Export Sea Freight Procedures courses in Sydney, Melbourne and Brisbane.
