IATA Dangerous Goods 60th Edition 2019 – PRE-ORDER NOW AVAILABLE
The 2019, 60th Edition of the DGR and associated products are now available for PRE-ORDER. Expected delivery is mid-late October 2018. There are a large number of changes in the new edition of the IATA DGR Manual so make sure you order your new copy to reflect these changes. AMSD Responds to Rumour of Deferral of 100% Piece-level Screening on 1 March 2019
AFIF and AMSD have received a number of calls regarding a rumour that AMSD may delay the commencement of the enhanced 100% piece-level screening procedures from 1 March 2019 until July 2019. Matt Pedler, Assistant Secretary Air Cargo Security Branch AMSD has provided an update for AFIF members. Details in Weekly News

NO ENTRY - DAWR Tough Stand - First Breakbulk Shipment of 5 Open Top Containers Refused Entry and Remained on the Ship – Now en-route to Another Country for Offshore Treatment
“More Untreated Breakbulk Shipments are en-route and will be Refused Entry”
An untreated breakbulk consignment of 5 open top containers of BMSB target high risk goods from a high risk country has been refused permission to unload in Australia. The ship has departed Australia with the containers on board en-route to another country to be treated offshore before the containers will be permitted entry to Australia. More untreated shipments are on the way to Australia. What’s next, details in Weekly News

New Zealand MPI/BNZ Implements New BACC Clearance Requirements ex Japan & Schedule 3 European Countries – ‘Do Not Discharge’ for non-Compliant Cargo
New Zealand MPI (Ministry of Primary Industries)/BNZ (Bio Security New Zealand) have advised - all new and used vehicles, machinery and equipment, ex Japan and from the IHS schedule 3 European countries, now require an approved BACC (Biosecurity Authority Clearance Certificate) at least 72 hours prior to vessel arrival into New Zealand waters. Any cargo that does not have an approved BACC clearance will be placed on a do not discharge list by MPI/BNZ and cargo will have to remain on board the vessel. Full details in Weekly News
Home Affairs-ABF – MRA with Taiwan Boosts Trade for Trusted Traders
A Mutual Recognition Arrangement (MRA) between Taiwan and Australia recognises Australian Trusted Traders as having robust security practices and rewards them with an increased competitive edge and better access to markets in Taiwan. Taiwan joins a growing list of customs agencies to have signed MRAs with Australia including New Zealand, the Republic of Korea, Hong Kong, Canada, the People's Republic of China, and Singapore, with negotiations underway with other major trading partners. Home Affairs-ABF-BorderWatch – More than 110 Native Reptiles Saved from Illegal Export
In the last three months, ABF officers have stopped a total of 20 separate consignments containing more than 110 reptiles from being illegally exported overseas. Officers intercepted a total of eight consignments in July, eight detections were made in August containing approximately 40 reptiles, and in September there were four detections containing 38 reptiles. The international mail parcels were mainly posted from Melbourne or Sydney and were destined for China, Hong Kong, Indonesia and Russia. NSW Freight and Ports Plan 2018-23 Released – Repeated
This week, the Minister for Roads, Maritime and Freight, The Hon. Melinda Jane Pavey, MP launched the NSW Freight and Ports Plan 2018-2023, which supports the NSW Government's long-term vision for Transport in NSW, and aligns with the NSW Government's state wide land use and infrastructure plans. The amount of freight moved through NSW is set to grow by 28 percent to more than 618 million tonnes by 2036. To support this, the NSW Freight and Ports Plan 2018-2023 provides more than 70 initiatives for increasing capacity on the existing network, including building new infrastructure. DP World Infrastructure Access Charge Increases Effective 1 January 2019 – Repeated
DP World Australia has announced an increase in the Infrastructure Access Charge (IAC) in all ports, effective 1 January 2019. In addition, DPWA will adjust a number of Container Terminal Ancillary Charges that will apply at each Terminal from 1 January 2019. At the FIATA World Congress, in Delhi, India, Brian Lovell, CEO of AFIF in his position as the Vice-Chair of the FIATA Advisory Body Safety and Security (ABSS), firstly provided a generic summary of changes that may affect Australian export aircargo processes in light of our new requirements, effective March 1, 2019, whilst maintaining secure that which was not for discussion. As part of the main forum of the session, he then moderated a discussion following two presentations by subject matter experts on the rise and development of autonomous vehicles and their threat to safety and security in our industry. FIATA Publishes Best Practices to Enhance Container Shipping
At the FIATA Congress 2018 in Delhi last week, the Sea Cargo Working Group of the Multi-Modal Transport Institute announced the release of a Discussion Paper on ‘Best Practice Guide focusing on container detention and demurrage issues’. Members will note that whilst the preferred outcomes are desirable in all trading marketplaces, our view is that there is a need for Association bodies to sit down with industry stakeholders to discuss the possibilities and opportunities raised in the document and AFIF will be working to arrange such discussions on behalf of members. CTAA Port Container Logistics Awareness Workshop - AFIF Members Discount – Port Botany, Sydney Tuesday 16 October 2018
Our fellow industry association in Supply Chain, CTAA is hosting a Port Container Logistics Awareness Workshop at Port Botany, Sydney on Tuesday 16 October 2018. The aim of the Workshop is to raise the level of understanding of course participants about the whole Port Supply Chain. The Workshop is designed to be “hands-on” and interactive, with a mix of classroom delivery, as well as a physical visit to an empty container park, a transport yard and to a stevedore terminal.
