Further to previous messages on this subject, Qantas CTO have advised that Customs will now create an electronic 'clear' status in the CTO's ICS System, where Customs have approved an Underbond Removal by a manual contingency process (B204), thus ensuring release of cargo from the CTO.   This may alleviate some issues of this nature.
