2 WEEKS TO GO until the AFIF Charity Golf Day with just a few places left. As ever, there has been a great response. If you are registering a team or individual place, please be quick!

The AFIF Annual Charity Golf Day has become an institution, with over $250,000 raised for the various beneficiary charities. This year, we will return again to the fantastic Macquarie Links International Golf Club on Thursday 8th August 2019 for an enjoyable day of Ambrose golf in support of the Motor Neurone Disease Association of NSW.

Registration is open for teams and individual players. Sponsorship opportunities. We will be holding raffles on the day, items donated for inclusion for the raffles are most welcome! Details and registration forms in Weekly News


Warning: Freight Forwarding Scam - Business Email Compromised  

The Australian Cyber Security Centre (ACSC) has issued a warning to suppliers of goods and to freight forwarders, to be vigilant in their dealings with new customers, cold callers and what may appear to be a ‘legitimate enquiry’. DoA – Measures for 2019-20 BMSB Risk Season – Update of Progress

DoA – Register as a Master Consolidator Importing LCL/FAK Containers during the 2019-20 Brown Marmorated Stink Bug (BMSB) Risk Season 

Further to the update in last week’s AFIF Weekly News, the DCCC met by teleconference this week, to discuss the proposed arrangements concerning Freight Forwarders, importers, customs brokers and Master Consolidators of LCL/FAK containers imported during the forthcoming BMSB season. DoA Notice – Register as a Master Consolidator Importing LCL/FAK Containers during the 2019-20 Brown Marmorated Stink Bug (BMSB) Risk Season will be released tomorrow. DoA – Industry Information sessions in June – Powerpoint Released 

DoA has released the Powerpoint Presentation Seasonal Measures for the BMSB 2019-20 Risk Season – Industry Information Sessions, held in June including the key slides on BMSB treatment of LCL, FAK and FCX containers and Hubbed Goods.  Link to the Presentation slides in Weekly News

DOA – Industry workshops for LCL/FAK Container BMSB Processing – Save the Date – Melbourne 5 August, Sydney 6 August

DoA will be hosting Industry information workshops in Sydney and Melbourne for those involved with importing or handling LCL/FAK consignments that require increased intervention during the 2019-20 BMSB risk season. DoA will explain the new arrangements end-to-end, offshore to onshore and answer all of your questions. A DoA Notice with Registration details will be released shortly.

dnata CTO Notice - Melbourne Terminal Equipment Outage – Update - ULD Truck Hoist Re-installed         

Further to the AFIF Bulletin and Weekly News updates, AFIF has been in contact with dnata CTO Melbourne throughout the equipment outage.  dnata advise that the ULD truck hoist at Door 6 has been re-installed and is operating again as usual. Cargo receival and delivery service has returned to normal. Details in Weekly News

DP World to Shed 200 Jobs in Sydney and Melbourne                           

Protected Industrial Action Update - Stoppages in Sydney and Melbourne

As reported in the last weeks AFIF Weekly News, DP World has announced 200 jobs in Sydney and Melbourne will be made redundant, due to lost volume and market share since last year. The ongoing dispute between the CFMMEU and DP World shows no signs of reaching a settlement. DP World has announced the latest round of Protected Industrial Action in Sydney and Melbourne. Container Detention and Demurrage Court Cases –

‘Charging container detention – not exceeding the replacement value of the container + 1 year’s detention’ and ‘Charging container detention on Customs seized goods’

The latest edition of FIATA e-Flash, highlighted 2 Court rulings on container detention cases in the Courts of Antwerp. AFIF referred these cases to our legal advisors, Danella Wilmshurst, TM Law and Frazer Hunt, Mills Oakley for their views in relation to application of similar judgements in Australia.

Home Affairs-ABF – Sinister Souvenirs: Sydney - ABF Detects 7.5L Liquid Methamphetamine in Snow Globes 

ABF officers in Sydney have discovered liquid methamphetamine worth more than $1 million concealed in a consignment of snow globes. The consignment was targeted by ABF Aviation Goods officers after arriving from Canada. The 15 snow globes were X-rayed and subject to further examination, with substance returning a presumptive positive result for methamphetamine. Details, photos and video in Weekly News

Home Affairs-ABF – Tobacco Smuggling Arrest in Perth 

ABF officers arrested a man soon after he arrived at a courier depot in Welshpool to pick up three large cardboard boxes. It will be alleged the boxes contained 145 cartons of mostly Chinese made cigarettes. It’ll be further alleged another 32 cartons of cigarettes were found in the spare wheel recess in the boot of the man’s car. In total that amounts to 35,400 cigarettes, which if imported legally would attract excise duty of approximately $28,950. Details, photos and video of the arrest in Weekly News

Home Affairs-ABF – Common Indicators of Illicit Tobacco Importations – Checklist for Freight Forwarders and Customs Brokers – Repeated

From 1 July 2019, tobacco is a prohibited import. Importers are required to have a permit to import tobacco products. Freight Forwarders’ employees involved in front line activities such as Sales, Customer Service, Import Breakbulk, Reception, Freight Counter, Customs Clearance and Warehouse may inadvertently encounter an illegal importation of tobacco. Home Affairs-ABF have issued an Illicit Tobacco Indicators Sheet which may be useful for distributing to your staff. Details in Weekly News

DoA – BICON invoicing services, COLS, OPP and PEBS unavailable from 23:30 Thursday 25 July to 02:00 Friday 26 July 2019 (AEST)

Due to scheduled maintenance, the Cargo Online Lodgement System (COLS), Online Payment Service (OPP) and the Post Entry Biosecurity System (PEBS) will be unavailable from 23:30 Thursday 25 July to 02:00 Friday 26 July 2019 (AEST). BICON will be available during this time, however clients may encounter error messages when attempting to view invoices related to previously submitted applications. Clients are advised to await the completion of this maintenance period before attempting to access these services. Details in Weekly News

IATA Requires IATA Cargo Agents to Submit Employee ULD Handling Certification by 5 September 2019 – IATA Confirms Casual Staff Certification Requirements  

AFIF has received enquiries from members, concerning the IATA LDR certification compliance requirements where outsourced casual labour is involved. AFIF has communicated with IATA Regional Head office in Singapore. IATA has released a Statement of the LDR certificate requirements. Details including AFIF Comment and Scenarios in Weekly News

IMDG (Dangerous Goods by Sea) Training Validity/Expiry   

If you or your staff hold IMDG Certification under IMDG Code 2016, the expiry date is 31st December 2019 - then you must complete a 1 day IMDG Re-certification course BEFORE 31 December 2019, to remain certified.  Failure to do so will require undertaking the 2 day IMDG (Dangerous Goods by Sea) Full Acceptance Course.
